UV protective clear wood finish, non-conductive

I'm trying to source a clear wood finish, probably a polyurethane, that has excellent UV properties and is electrically non-conductive. The customer is skeptical of off-the-shelf products so I need to convince him that UV protection is on the order of 8-10 years, or close to it. The wood is kiln dried white oak.

Maybe something used in the water-craft industry?
