I am trying to peruse and compare different power system protection philosophies in use in different Utilities. I would appreciate sharing with any who could have them available.

By philosophy, are you referring to concepts like "fuse-saving" vs. "fuse-blowing"? I've seen some utilities use K-type fuses for all distribution protection. Because of the TCC curves on K fuses, only a fuse-blowing approach was practical. Other utilities use T type fuses. Being much slower, a fuse-saving approach is much more feasible with T fuses.

With the increase in the number of sensitive electronic devices (i.e. data/server farms), power quality is more and more important. While fuse-blowing increases the change of nuisance trips, it does improve power quality. For this reason, I have heard many utilities are moving to a fuse-blowing approach.

I hope this is helpful.
