using " IF " and "ELSE" to dictate parameters

I have just purchased Catia V5 R17-19 the base package. I have been using PRO-E for a long time so I am familiar with the 3D concept. I have started creating library components for Catia in Catia. I have figured out how to link the relations to the part. My frustration is that all the relations are one lined. I would like to create an "IF" or "ELSE" relation. I can't seem to be able to do this. If there is a way, without purchasing modules, please advise. Thank you for your time.

I don't have that option. I only have the base package. Unless it is not activated. In which case I still don't know where it is. Thank you for your post.
 
I have "Product Knowledge Template".
 
Yes, you'll need Knowldgeware Advisor to get the if/else rules and whatnot.
