Using PVC in Plenum

PVC conduits cannot be used in Plenum areas per National Electric Code. Does the mechanical code allow use of PVC insulation to insulate hydronic piping in plenum areas?

If the plenum is used for return air, all materials in the plenum shall be plenum rated. I don't think regular PVC is plenum rated. Other types of pvc might be.
