Can I use a fillet weld procedure to perform base metal repair?
 
No. For weld metal buildup of a base metal, a groove weld qualified procedure is required.

A follow-up question, based on QW-202.3, am I allowed to repair a fillet weld defects with fillet weld procedure, or do I need to create a separate groove weld procedure to repair fillet weld?

 
What is the code/standard ?
 
We are required to follow ASME Sec IX for welding by customer specification.

 
You must have a construction / fabrication code to follow.
ASME IX is for qualification of welding procedures and welders.
 
Construction Code is ASME Sec III, Class 2.
