Using arrangements to control reference sets

At the part level I have created "simplified" reference sets for each part. In my full assembly, I want to be able to change the arrangement to "simplified" and have all reference sets change to "simplified" as well as several parts being suppressed. When I create two arrangements, it does not seem to want to save my changes to reference sets within that arrangement. Any suggestions? Thanks in advance.
 
Reference Sets and Arrangements are mutually exclusive in that they can't be used to control each other.
