Use part of contour controlled by all around profile as datume features

Hi,
ASME Y14.5-2009 based sketch is attached.

The question is, can I use the widths 1679.85 and 674 out of the contour controlled by all around profile as datums? If yes, can I reference them at MMB?

Short answer, yes, you can. See figure 4-33.

The 1679.85 width looks fine, but I'm not sure about the 674 dimension for C. This dimension doesn't appear to relate to any features - am I missing something?

There are tiny notches that are squared out from the interior outline... look closely near the 4 larger holes.
