Is there any specifications for the use of swelling clays in landfill covers / liners? any reference is appreciated.

Who cars if it swells? It is typically considered usefull if it is self repairing by swelling. That is why small repairs are typically made with bentonite.

Do you have some other concern?

generally, the requirement is for low permeability, not for swell potential for example see the following spec:

"permeability of the material, as determined by ASTM D5084 (Shelby tube sampling methods) laboratory testing methods, is equal to or less than 1 x 10-5 cm/sec"

See your other post elsewhere and my comments about why this is not a good idea.
