Use of flame arrester with Pressure/Vacuum relief Valve

Flame arresters are requested under the PVRV for API620 LPG tank and PRV for ASME VIII-2 LPG vessel. Both are refrigerated containers.

Please clarify me on the following flame arrester requirement from API-2000.
Under the section 4 “Nonrefrigerated aboveground tank” of API-2000, 4.4.1.2 has wording “A flame arrester is not considered necessary for use in conjunction with a PV valve venting to atmosphere because flame speeds are less than vapor velocities across the seats of PV valves”. While Under the section 5 “refrigerated aboveground tank”, nothing is mentioned about flame arrester.
My finding of butane/propane auto-ignition temperature is 761°F and max flame velocity is 3fps. PVRV sizing gives relief T 42.5°F. I did not have the relief velocity now but sure to be much larger than flame velocity.
Could use of flame arresters be thought as unnecessary in the application of refrigerated aboveground tank as well? I was wondering why API2000 did not state it as explicitly as that for Nonrefrigerated one.
