Urgent Need: Steam shutoff valve help!

I am having issues with my 2-way shutoff valves. I have installed Asco type 2-way valves, NC, 110VAC, Cv=5, 5psi DP, orifice size = 3/4", 3/4" NPT.

I thought that with these valves having a good Cv, and minimum DP, they would work great. However, now we have restricted flow through our Jordan type control valves (which are immediately downstream). We have gone from 25% OPEN on the valves to 100% OPEN, and still not getting enough.

Is this possible? I am wondering if we should have the NO valves instead (electrical engineer made a mistake).

A few questions for you. What is the upstream pressure of the steam? Do you know the flowrate of the steam? Is it saturated steam or superheated?
Any other information that you know?
Cv of the Jordan valves?

Solenoid valves typically have a very low Cv - are you sure it's not 0.5? Solenoid valves are cheap & nasty, and really don't belong in steam service. If you need positive shut off on the steam, try a pneumatically actuated ball valve, and put the solenoid valve on the air supply.
