How about bolting a steel pipe collar at the top that has rebar welded to the side? The rebar can be hooked 180 at the top to provide the development length and anchorage necessary.

As hokie66 notes this detail is all about codes. The development length of a rebar hooked 180 degrees into concrete will provide a connection that will develop the strength of the bar. So you can calculate the tension load resisted for the total rebar that way.
The bolt location and number is similar to the above. Determine the minimum edge distances for what bolts you want to use and then determine if the bolts will shear off or crush the wood. The smaller of the two governs and with that you can determine how many bolts to use and then find the total resistance of that part of the connection.
Next compare the rebar total to the bolt/collar total and see which will govern. Alternately it's likely the rebar will be high so you can set your total bolt force to that and determine how many bolts to use.
