Underground Pre-Insulated Pipe

I am helping an engineer design an underground hot/chilled water distribution system and am looking for as much useful help as possible. We are looking at a pre-insulated pipe design with either FRP or PVC casing and Steel or Ductile Iron pipe vs. HDPE casing and Steel or Ductile Iron pipe. What are the benefits/detriments of either of these casing designs. Pipe sizes range from 24" down to 8". Any thoughts or experiences would be greatly appreciated. Thanks!
