Hello I was wondering as a future plan to build an underground house using cement and the age old technique of the arch.
Would this be safe to the code and expensive to do. I need this to get a general idea of what I can do.

Recommended for you

Arches work because the force is vectored through the stones of the arch. A hemisphere has it's strengths, also.

If the pressures on the "arch" balance (the force that attempts to splay the legs is counteracted by buttresses, etc), then it will work.

Flying Buttresses are all about vectoring horizontal forces towards the ground, where the force can be resisted.
