Is it acceptable for the Certified Individual for UM vessels to also sign the U-3A as the Representative?

No. A certified individual I'd just that lower level persona. Mfrs rep can be an authorized QCM or the designated capable person per the QCManual. Unless the certified indiv. Is also a Mfrs representative. Then he or she can sign and indicating the proper position.
