Ultimate Strength -Tendon in compression region of section

In pre-tensioned concrete, there are occasions where tendons are included in the compression region of a section. Do they need to be included when determining the Design Bending Strength at ULS ?
 
In this situation I treat prestress force as external compressive force (Aps*fp.eff) and bending moment. Bending moment will be aditive to active moment, so may need more rebar in tension zone.
