Ultimate shear and ultimate tensile relation

Is saying that the ultimate shear allowable is approx. equal to 0.6 times the ultimate tensile allowable if only the tensile allowable is known? I'm trying to "fix" a horribly made appendix and I've never encountered this relation before.
 
What material?
 
1/4-28 bolts. 80,000 psi tensile strength. that's all the information I have from the specs.
 
The Distortion-Energy theory states that the yield strength in shear is given by the equation;

Sxy=0.577 x Sy


The Maximum-Shear-Stress theory states that the yield strength in shear is given by the equation;

Sxy=0.50 x Sy
