UHX shell bands

can a "shell band" be added to an existing shell by welding a band to the od of the shell? i.e. can it be made from two layers or does it have to be one solid piece?

I hope not dissapointing, but the band is one thicker plate than the rest of the shell, tapered down to the shell thickness. The Compress guys might add to this comment...
