No. What was the heat treatment performed, if any? Review 4.5 of SA-181 below

4.5 Heat treatment is neither required nor prohibited,
but when applied, heat treatment shall consist of tempering,
annealing, normalizing, or normalizing and tempering.

material manufacturer certified forging to SA-181 so they shall austenizing heat treated( tempering,
annealing, normalizing, or normalizing and tempering.) that forging.

No, the forging can be supplied with no h eat treatment as I stated above. If the heat treatment was specified, it must be stated as one of the above, not all options. I suspect, there was no heat treatment performed, which means you cannot meet the requirements of ASME Section VIII, Div 1 UG-6 (c) 1.

No forging shall not be considered heat treated unless the manufacturer has certified on mtc. However in both cases it shall be considered in SA 181 because heat treatment is optional.

1).Does PWHT fullfill the requirements of ASME Section VIII, Div 1 UG-6 (c) 1.?

2).Does PWHT (Even its not required as per UCS-56) fullfill the requirements of ASME Section VIII, Div 1 UG-6 (c) 1.?

You say is used M n H construction. Nothing to do with U-6 and you can use it as non or normalized as is. For M use sect II.D wile H has its own stress tables. If normalized it should be stated in the test report ot mfr certification.
