UG-47 & UW-19

This may sound obvious, but UG-47 and UW-19 only apply to pressure between the two plates being braced and stayed, correct? One of my collegues is trying to apply these rules in designing a jacketed rectangular vessel with flat walls as if the pressure (P) from UG-47 is inside the rectangular vessel and the walls are basically a double wall design with staybars between the two layers.

Anyone care to comment and/or confirm my assertion?
