hi

ucs-66(b)(3) describes if the material no need pwht but pwht done for it can reduction 17C ? or if pwht not requirement of this code (asme viii ) but the material required pwht by b31.3 (20mm) and this material repostweld can use 17c reduction ?
which ones are true?

Follow the Code you are using. You can't pick and choose parts from multiple codes. Where are you getting PWHT required for 20mm material in B31.3?
