UCS-66 Governing thickness of Loose-type flange

Dear experts,

For Loose-type flange (As per Fig. 3a of Appendix-2 - Thickness 101 mm) attached to Shell (Thickness - 12 mm), What shall be the governing thickness as per UCS-66??

RAJPT89, see UCS-66(a)(1)(-a)(-2). Thinner of the two parts joined.
