I'm trying to find the unit cumulative increments for the 24-hour, 15-minute rainfall type III.. can anybody suggest where I can find this?

If I remember correctly you can find all the NRCS rainfall distributions in TR-55 or at the NRCS website.

Don't know what a 24 hour 15 minute rainfall might be ???
