As per API 6A Clause 3.1.6, blind flanges may be used as a test flange along with test and gauge connector port. however API 6A doesn't have the 6B test flanges, but it still have the scope for the blind flanges.

for monogram, i believe there is no scope as per the standard. because as stated in 3.1.6, test flanges should have test and gauge connector port which is not there in 6B blind flange and intentionally it is avoided by API. so obviously you need to recreate the gauge connector port for test flanges in the 6B blind flange which is automatically going under non monogram category...
