Tube prjection from Tubesheet

I received a new condenser however I am seeing that the tube projection beyond the tubesheet is greater than 1/2xdiameter of the tubes as stipulated by TEMA. What would be the implication of leaving these tubes as they are?
 
On the inlet end this is a problem, but on the outlet end it is no big deal.
Are the tubes welded or just rolled?
What material and size? End milling the tubes is no big deal, the re-tube guys have special tooling to do this.

What would the ASME code used during the fabrication stage of the condenser stipulates?
