Trouble with Hole Wizard

I am using SW2004 SP4.1 and am having difficulty putting in a ctb'r. hole in an area that is near the intersection of a horizontal face and a conical surface.
If I use the horiz. surface as my plane the ctb'r. does not extend up thru the conical surface.
If another plane is used above the horiz. surface a message is generated stating hole does not intersect model.
Also this contour was revolved from a .dwg or .dxf insert to generate the ring.
Is there another direction I should be going?

It does exist, but it is hidden by the overlapping surface. You need to make an additional cut to clear the cbore. You could also modify the rotated sketch, but the second cut works for me.

SnowCrash is right, the counterbore starts at the surface you select and removes material in only one direction. I usually select the underside of the overhanging material, convert edges and cut-extrude it away.
