Trip Generation for homeless shelter

I am looking for direction on finding trip-generation rates for a new homeless shelter for men. This is in regard to a "Gospel Rescue Mission" project I am involved in. The data will be used at the City for calculating system development charges for transportation. (A traffic study was not mandated for this project.) I have not found anything remotely close in the ITE Trip Gen 7th Edition. This seems to be a very unique use and I'm wondering if anyone can point me toward previous studies or ideas... thanks!

Maybe you could take the capacity of your proposed facility and locate a similar existing facility and interview them or spend some field time there counting cars on the busiest days of the week.
 
I'd like to second Sam's suggestion. You would have to decide if you want to calculate trips per bed, per resident, per square foot, etc. You also need to take into consideration local factors, such as transit availability, parking availability and ratio of staff to residents. I imagine the majority of trips would be deliveries and staff movements.
