Treatment of spare/backup 33kV Subsea Cable 2

Which treatment method for spare/backup 33kV Submarine Cable is the best? Leave spare/backup energized without load or with load or de-energise? Which tests are adequate to perform before using the backup as primary?
 
In order to find it ready to use the spare cable has to be at least energized. I’d prefer to put it in parallel all the time. The ampacity of both parallel cables should be at least 75% of the maximum load.

Do you know what the differences between being energised and not loaded vs energised and loaded? What kind of load do you put on to make it slightly loaded?
 
Put in one more than the load needs, then split the load amongst them all under normal circumstances. One fails the rest carry on. Don’t make one “special” but treat them all equal.
