We see a lot of those 'cars' in Holland, especially Amsterdam. Those 'cars' have a maximum of 45 km/hr, which means one can drive them without a drivers license, you only need a 'scooter-drivers-license'. Profits: park it on the walkways, take the bike-roads, use the ferry (which doesn't take cars) int he centre. And of course stay dry all the way!
Also the fold-bikes are used very much here. You can take them for free in trains, busses and other public transport. This means you can use them from the station to your work and to home. Fold scooters are seen too, but less.
