when making transformer connections what type of bolts, (spec grade) are required or recommended. is spec 5 right?

For copper, silicon-bronze hardware is available. For aluminum, zinc-plated steel hardware with belleville washers are fairly common.

For lack of factory instructions, §10.12 of the NETA Acceptance Testing Specifications can be used if acceptable to the Authority Having Jurisdiction.
