I am not aware of any IEC directive. The latest document on the subject is CIGRE technical brochure 537-2013 Guide for transformer fire safety. You can also refer to IEEE std 979 & 980 on Substation fire protection

IEC 61936 Rules for Electrical Installations provides some rules for Fire safety of transformers etc. as well.
