Transfer Modes QW-409.2

We have an ongoing discussion in our office regarding what QW-409.2 says. It states "A change from globular, spray or pulsed spray transfer welding to short circuiting transfer welding or vice versa" constitutes an essential variable. How do you all interpret QW409.2?
 
- Changing from globular transfer welding to short circuiting transfer welding constitutes an essential variable.
- Changing from spray transfer welding to short circuiting transfer welding constitutes an essential variable.
- Changing from pulsed spray transfer welding to short circuiting transfer welding constitutes an essential variable.
- Changing from short circuiting transfer welding to globular transfer welding constitutes an essential variable.
- Changing from short circuiting transfer welding to spray transfer welding constitutes an essential variable.
- Changing from short circuiting transfer welding to pulsed spray transfer welding constitutes an essential variable.
 
That is exactly how I read it. The debate we have is that my co-workers say that this implies that if you use one of the GMAW transfer modes, it qualifies you to weld all transfer modes. I am not arguing that, what my argument is that QW-409.2 does not say that.
