Does the 10kip load in AASHTO refer to traffic barriers atop retaining walls only or is it for all barriers? I have a custom design, long story :)

I'd post in the AASHTO Code Issues forum. Sorry - don't have a better answer.

I'd try calling the FHWA Resource Center, or the crash testing facility of your choice, such as Texas A&M, Midwest Research Institute, etc.

It applies to all vehicle barriers; atop retaining walls, in parking garages, etc. It is also contained in many codes (IBC, Florida Building Code, etc.)
