Tower Earthing.

How does a cleat connected to stub is connected to earth? Is this for pipe earthing? Is counterpoise wire also connected here?

You may have a Ufer ground with concrete tower foundations.
In this area screw piles are common for tower foundations. The piles makes a good ground electrode.
