Yes, both are quick methods of strength determination-use both and try to get a picture of how the correlate-bear in mind (sorry for the pun) the penetrometer tests a smaller area than the vane hence localised variations in soils property can be misleading-of the course the best way is to get out in the field a watch a hole being dug and getting dirt under your fingernails!
