Torsion on single column of bolts

Dears,

I have a clip angle connection with a single column of bolts that resist shear load (Py) & torsion load (Py x ecc)
& the reviewer asked to design the bolts on
1. vertical shear load per bolt = Py
2. Horizontal shear on the outermost bolt = Py x ecc / [n x s x (n+1) / 6]

My question is: Is there any paper/document that contain this equation
Py x ecc / [n x s x (n+1) / 6] as I cant prove it.

Where:
n: number of bolts rows
s: spacing between bolts
ecc: eccentricity between the line action of force (Py) & C.G of the bolts column.
