I'm looking for a comprehensive list of torque requirements for fasteners down to very small sizes, preferable less than one inch.

I recommend you get TORKSENSE for about $100USD. Do a websearch and I'm sure you'll find it.

It has a LARGE database of nut factors (K), fastener threads, and materials (complete with yield points and specifications). It uses the T=KPD formula where P is the axial force, D is the nominal fastener diameter, and K is the empirical nut factor. This is an "expert system" program.

I don't work for them but have used the software quite successfully. Believe me. It's FAST.
