Torque Plate for Shaft - Proper name?

I've come across this design for a shaft that can be held in with a plate. Is there a proper name for this? By looking at it, it appears to be that the purpose is to have a smaller bolt that can take the torque, the further away it is from the shaft. Are there other examples of this used commonly?

From what I see it looks like the shaft is simply a pivot point, rather than a torque transmitting shaft. If that's the case then the purpose of the plate is to hold the pivot shaft in place, to keep it from rotating or translating. When you design a pivot mechanism including bearings or bushings, sometimes you want to make sure that the shaft rotates with respect to the bushings rather than rotating in its yoke supports on each end.

Lock plate. Used to keep attachment pins in place and prevents rotation of the pin. Used on some heavy construction equipment.
