That is a small start. The max torque from the imbalance is Force times Distance or 15 inches times 11,000 lbs equals 13,750 ft-lbs max. This will vary sinusoidally as the load rotates. Then there are other considerations such as bearing rolling friction, inertia load at startup, drive train efficiency etc. To arrive at a total torque load all these contributions need to be considered.
