topographic effects on wind on roof mounted equipment ASCE 7-05/10

This question has to do mainly with ASCE 7-10 but also indirectly with ASCE 7-05. I read an engineer's report in which he said that ASCE 7-05 did not require consideration of topographical effects on the wind pressure when evaluating wind pressures on roof mounted equipment.
1st question. Is this true for ASCE 7-05?
2nd question. My reading of ASCE 7-10 leads me to take into account topographical effects for the development of wind pressures on roof mounted equipment. Am I right?
