Toolbar issue

Hello,
I have problem with "Drafting Edit" toolbar in drafting. See video. Command "Edit Settings" is in 1. position on toolbar (DropDown menu). After switch to modeling and back, in 1. position is other command. This problem is in NX9 and in NX8.5.
