Tool Palette Creation Problem

I have been creating Tool Palettes for use on Autocad Civil 3D, AutoCAD Civil 3D Land Desktop, & AutoCAD 2008 (All are 2008). We are on a network. I am pulling blocks from the Server. I have been doing a duplicate task. I am working in a Template as well as Creating the Tool Palettes. I have tried working from my C: drive and out of the Server Directory.

Problem: While Dragging & Dropping items from Explorer (Individual file or group) it (AutoCAD) will simply go off into "Never-Never Land" and the hour glass symbol will stay there forever. The same thing happens in Design Center.

Solutions Attempted: Wblocked the blocks and re-saved in 2008 as well as performed an Audit on them. Purged them as well. Tried working out of a DWG instead of a DWT. Still the same problem. Any ideas Group???
