TOC reduction

In water treatment a proces step is the application of UV light in order to reduce TOC (total organic carbon). Alhough measurements show this TOC reduction, "fragments" are still present in this (purified) water. Is it necessarry to install a filter to remove these "fragments"?
 
What kind of water are you trying to produce?
Is the UV to sterilize?
I don't think it has much effect otherwise unless you add ozone or peroxide to destroy organics.
 
We're producing Purified Water for Pharmaceutical use (acc. Medical Device). The UV stands at the end of the Water Treatment Process and is used to sterilize/reduce TOC.
