Scotty, IEC 60354:1991 is no more a valid standard and it has been superseeded by IEC 60076-7 in 2005.Standards are dynamic and I remember when I started my career in 1960's, I was religiously following BS Code of Practice, CP1010 from UK for this aspect.
I forgot to cover another aspect of overloading. Get 30-40 % more rating by adding more coolers.Never go for it with out consulting the OEM esp for large transformers.It is not the temperature rise of winding and oil alone that decide overload limit.One has to check the bushing, tap changer and connecting lead ratings and over all stray flux effect while going for continuoius overloading of 20-40 %.
