Titanium fittings wall thickness positive tolerance

during the processing of titanium fittings, customers always measure the positive tolerance according to +12.5% of nominal pipe wall thickness.

but according to ASTM B363, ASME B16.9, the fittings wall thickness tolerance should be no less than -12.5% of the nominal pipe schedule number.

could someone kindly suggest how to solve the problem.
