Time Frequency Transform

Hi everyone
I am working now in an special time frequency transform, the Zhao Atlas Marks Transform. The principal problem with this transform is the components ponderation, that is extremly high. It means that the vibrational severity is imposible to define.
If someone has been working in this time frequency transform, please, help me
