When designing the nailing spacing bewteen a ply diaphragm and the stud frame, given that the top plate is subject to a racking load of XkN/m from wind, to design the nail spacing do I simply design the nail spacing to resist X or do I need to design the nail spacing to resist 1.5X? The 1.5 factor is from the determination of maximum shear from average shear in a rectangular beam.

Use X. The 1.5X as used in rectangular beam is an entirely different situation, and does not apply.
