I have 2 users who when they cretae a TIFF image of a portion of a drawing, they only get a black image, yet if I do it on my computer, I get the image we expect. Running a nework install olf Wildifre 4m210. The only differences are the OS, mine is XP64, one is Win7-64 and the thirs I think is XP32 bit.

When creating tiff files use print and from the addprintertype use tiff. You can control the dpi from config "raster_dpi_plot"
You can crop the tiff afterwards.

Are you viewing the file using the same program on these computers as yours?

I ask because I've seen vastly difference effectiveness of preloaded tiff viewing programs.

That said I still rely on the Pro/E built-in printer as described above. There are a couple of other options that are set in the config.pro and printer configuration file. We use this to generate an official "release" image of each drawing revision.
