Threaded Plug - Minimum thread engagement

I am assessing the risk of a partially engaged plug on a ball valve. The minimum thread engagement specified in ASME B1.20.1 seems to be based on full strength of the fitting without considering actual forces acting over it.
In general plugs on valve body will be subjected to internal pressure. I pressure that minimum threads to be engaged shall be calculated based on valve rating pressure (Force = rating pressure x area of drill or vent) rather than strength of the plug. Can anyone advice on how to calculate thread engagement required for plugs on valve body if my assumption is incorrect?
 
Yes, it is NPT
 
The charted thread engagement for npt is to effect a thread seal. Engagement for strength is probably a secondary concern.
