Thread repair in studding outlet ASME BPVC VIII-1 1

Female threads in studding outlet got cross-threaded. Original threads are not salvageable.

It is a very large flange. Replacing is possible but only as a last resort. Repair would be preferred.

Does code have rules for how this can be repaired?

NBIC Part 3 has a section (S2.13.14.1) for repair of threaded openings, but I don't think this is applicable for blind-tapped flange bolt holes.

Would something like a heli-coil insert be allowed?
 
We've dealt with this in the past. Threaded out a larger diameter, then designed a threaded-both-sides insert. It has worked for 15+ years. Not sure if this is covered by any standard.

Generally speaking, if a thing is not prohibited, it is permitted.
