thread engagement for 10-24 socket head cap screw

I am in the hydraulic industry. Please help me determine the min. thread engagement for a 10-24 socket head cap screw grade 8. I am using 4 of these screws to mount a size D03 hydraulic valve on an aluminum manifold. My maximum pressure is 3,000 psi.

Are the internal threads in the aluminium manifold? If so, you need to know the ultimate shear strength (or 0.6 &[ignore]middot[/ignore]; ultimate tensile strength) of this piece.
 
What is the area D03 hydraulic valve which the pressure reacts on?
 
this might be too simplistic but, i use 2D as a rule of thhumb.
 
The pressure would be acting on an area of 0.304 in² with a DO3 size valve.
